It is easily one of the best free web hosts, much better than X10hosting. Yet X10hosting has a ton of users. Why is that?

Mainly because we are not as popular / well known. Also because we manually approve all accounts AND make users do an "interview" for added quality assurance.
Many people dont want to take the effort to go through our process.

Places that don't provide some measure of regulation will be abused, it seems.

At one time we were being nice and let another free host have a reseller account until they got their own server. Their accounts were being auto created and once I found out the trouble it was causing I slammed my hammer down on them. They weren't too happy. But they're gone now.
