It depends on the application you've to develop! I just started with Zend Framework and am still learning it. And I felt its good till now

I have already used Zend. I find it difficult to write plugins and it looks like it is very heavy.
I've looked through many of them and decided to use minimal-php-mvc for the next project.

I have started learning CodeIgniter and I think it is fairly understandable and the difficulty is average.

like the other,, I suggest the CodeIgniter 2.02 because easy to use with manual help for user in the table of content.
